Mr. Meiman was originally brought in to work at FINRA as a technical writer for the Consolidated Audit Trail (CAT) proposal effort.  While at FINRA, Mr. Meiman also worked on a wide range of projects involving the migration of FINRA systems to the Amazon Web Services (AWS) cloud.

The Consolidated Audit Trail (CAT) will be a massive, Big Data intake, matching, and storage system to ingest on a daily basis, over 50 billion equity and options trade records.  CAT will serve thousands of SEC and SRO regulators by providing search capabilities over the data. CAT is meant to replace and enlarge a current FINRA system, the Order Audit Trail System (OATS).  For both OATS and CAT, Mr. Meiman developed specification documents, created functional and technical diagrams for cloud architects, designed user interfaces, wrote technical users’ guides, developed briefings and presentations to be used by senior executives, and was the main technical writer for the CAT proposal.

In his work developing many project artifacts, Mr. Meiman worked with project teams in the design phase, to keep their ideas structured and present them in a standardized, efficient, and concise format.  Several times, his work in this regard lead to design changes to simplify or make the final system/subsystem more efficient.  Through asking clarifying questions or “de-spaghetti-ing” (cleaning up) an architectural diagram, design decisions became clearer, thus speeding up the design process.

Mr. Meiman’s work in FINRA’s cloud initiatives lead to the production of quality artifacts, increased project efficiency, and improved communication between multiple teams.

Mr. Meiman’s was retained as a technical writer for two companies: Strategic Intelligence Group (parent company of Cipher Systems - see below) and Beyond SOF, LLC.  Mr. Meiman also prepared grant submissions for non-profits.

Mr. Meiman led the Federal, State, and Local Government business development efforts for a Small Business focused on intelligence and information services. Mr. Meiman developed a structured capture information management system for small companies with limited business development budgets, modifying the traditional Shipley model to efficiently use scarce resources.  He applied this system to Cipher’s unique needs, by tailoring it to get the most out of the people and systems available.

In addition, Mr. Meiman oversaw multiple programs (e.g., OSHA IT services) and participated in other projects such as leading the development of e-training courses, and serving as a trainer for data organization and business development.

Mr. Meiman was lead designer and developer of many online data collection tools for internal and external clients.  External clients included the U.S. Senate, World Bank, IMF, National Institute for Alcohol Abuse and Alcoholism, U.S. Department of Justice, U.S. Army National Guard, and Thames Water (U.K).

Mr. Meiman was lead developer of a major metropolitan government’s human resource job classification system.  The database system institutionalized the classification process to standardize the workflow and decision-making done during job classification.
